The government is seriously set to close the doors of the parliament
to the oligarchs. We inquired about the opinion of Member of
Parliament Hermine Naghdalyan on this decision
Ms. Naghdalyan, what is your opinion on this decision of the government.
This is not the decision, this is the requirement of the law.
It is clear but what is the reason that this provision of the
Constitution was not implemented?
It is not absolutely true that it was not implemented. Today we
highlight this stipulation, we give it more importance, and we go a
little deeper into it. But we must define what a businessman is. A
businessman is the person who devotes his working time to the issues
of the company. Today most people in parliament or at least their vast
majority do not directly devote their working time to the company. The
problem is where you go to work.
But today most oligarch members of parliament do not take part in the
meetings of parliament. They do not implement their own duties.
At least, the problem of absenteeism is another problem of our
parliament. It concerns not only the oligarch members of parliament.
If we want to have the problem solved, we must understand that
professional politicians must come to parliament, who consider
parliamentary activities as their duties. If the professional duties
of the person are in business, that person must go and run a business.
Often entrepreneurship and the right to property or having property
are mixed, and they are often mixed intentionally. Meanwhile, they are
different things. If the requirement of the law is that a businessman
cannot be in parliament or engage in politics, the right to property
is defined by the law for all the citizens of the country, including
political figures. In other words, today we must take into
consideration that the given political figure directly devotes his
working time to the entrepreneur rather than parliamentary activities.
In this case, it will be possible to consider this issue calmly.
