YEREVAN. - The situation in regard to the Nagorno-Karabakh
(NK) question will not change, in the next two years, because the
pre-election season is starting in Armenia, and then in Azerbaijan, US,
France, and Russia, opposition ARF Dashnaktsutyun Party's Political
Affairs Bureau and Armenian Cause Office Head Giro Manoyan stated
during a press conference on Thursday.

He also noted that, considering the fact that Azerbaijan was
elected a non-permanent member of the UN Security Council and it will
continuously try to transfer the NK issue's format there, no progress
can be expected in coming two years.

"The mediators' mission will be to reduce the likelihood of war to
zero. They, too, are not interested in the resolution of the problem,"
    Manoyan stressed.

He also said: "We are convinced the only way to restrain Azerbaijan
is [through] corresponding operations. The international community
must make Azerbaijan understand. At the same time we need to make
our diplomacy more active and attain serious success."

In Giro Manoyan's words, there is not much chance that the Azerbaijani
president Ilham Aliyev would unleash a war. "They are not confident
they would triumph. On the day they start a war, they would be deprived
of the oil revenues," ARF Dashnaktsutyun official concluded.
