OSCE'S PRIORITY IS TO HELP SETTLE KARABAKH PROBLEM

MOSCOW. - Establishment of trust, as basis for reconciliation, is a
necessary condition for registering progress in settling of conflicts
in OSCE (Organization for Security and Cooperation in Europe) expanse,
OSCE Secretary General Lamberto Zannier writes in his article published
in Kommersant daily of Russia.
"OSCE's priority is to assist in settling the Nagorno-Karabakh problem,
and at the same time to not allow escalation in the conflict zone. The
positions of Russia and OSCE's other key members coincide in this
matter. Russia's active participation in the OSCE Minsk Group and
Russian President's personal involvement in the talks between Armenia
and Azerbaijan are important elements for resolving the problem,"
Zannier writes.
"No matter how important OSCE activities' assessment may be in
politico-military terms, security is much greater than direct or
indirect military threats. In essence, security is confidence in the
future, in all aspects of life," OSCE Secretary General notes.
