YEREVAN, October 10. /ARKA/. The first phase of discussions of the
strategy of industrial policy of Armenia, aimed at export, started
on Monday in Yerevan.
The strategy developed by the group of experts, ordered by the World
Bank and by the support of the Armenian Economy Ministry is targeted
at the formation of developed industrial system, aimed at export,
which, in its turn, will become an incentive for the production of
relevant international standards of goods, expansion of external
markets and creation of new working places.
"The concept represents spheres of economy having export potential,
the existing problems and weaknesses. It is also an attempt to identify
and determine the priority areas that over the next three-five years
could ensure economic growth", said the Chairman of Armenian Union
of Manufacturers and Employers Arsen Ghazaryan in the round table
discussion.
The strategy identifies three conventional horizontals or phases which
ensure the development of 14 industry areas which is very important
for investors - both in foreign and domestic markets.
"We should discuss which are the priority areas - cognac business,
precise engineering or textile and shoe industry", he said.
Domestic manufacturer should understand what areas in the context of
ten years can be competitive, and what investments are necessary to
increase export volumes.
"We plan jointly with the Economy Ministry to conduct three similar
round tables for the experts to hear the opinions of representatives
of private sector and make their own statements, estimates and business
proposals more practical", said Ghazaryan.
The head of consulting company "EV Consulting" Manuk Hergnyan said
that the importance of the concept is that it will identify those
areas that are important to ensure global competitiveness.
"The strategy will be transformational in the context of changing the
logics of economic development from consumer economy to export-oriented
economy", he said, explaining that this paper tries to balance the
achievement of long-term goals and short-term successes.
Hergnyan also said that for all included in the document areas of
economy will be developed separate concepts, and for the first three
of them they are already prepared.
It refers to the direction of cognac business, pharmaceuticals and
precise engineering that are balanced against efficiency in achieving
success in the short, medium and long terms.
It is planned that after successful completion of discussion phase,
the strategy will be submitted to the Government of Armenia by the
end of this year.
