    CENTER "ALTERNATIVE" PLANS TO PUBLISH A SURVEY ON THE POTENTIAL OF ARMENIAN ECONOMY

    YEREVAN, October 11. /ARKA/. Analytical center "Alternative" is going
    to publish a survey on the potential of Armenian economy in one-two
    months, said Director of the Center, Doctor of Economic Sciences
    Tatul Manaseryan answering the questions of ARKA News Agency.

    "Armenian economy has great resources. It is not just about Armenia,
    but also on the relative merits of all Armenians", he said in the
    press-conference on Tuesday.

    Noting the existing not large positive advancement in economy,
    Manaseryan said that it is incomparable with what can be achieved
    under the condition of systemized use of available resources.

    He did not publicize his opinion in details, explaining that the center
    "Alternative" is preparing a large survey on this issue which will
    be submitted to the society in some months.

    A large potential of Armenian economy is concentrated in "shadow". "In
    this sense, tax policy should pay attention not only to tax
    administration. It would also consider a flexible fiscal policy,
    the use of different taxes in different areas", he said suggesting
    the border areas to establish a zero tax rate and to declare them
    free zones.

    He is confident that further progress of the country will depend
    on the efficiency of the policy targeted at the reduction of shadow
    economy not only in the issue of immunity of overcoming crisis but
    also in the context of achieving long-term goals.

    "With such a high weighted average of "shadow" in the Armenian economy
    we can not set itself a serious purpose and implement them. They
    would not be realistic, as for this purpose resources are needed.
