DON'T EXPECT ABRUPT CHANGES FROM OSCE MINSK GROUP, SAYS EXPERT

It would be naive to think there would be drastic changes in
negotiations over Nagorno-Karabakh given the mediating efforts have
so far failed to clarify the principles of the settlement, an Armenian
political analyst has said.
Speaking at a press conference on Friday, Hrant Melik-Shahnazaryan
said that a change in the format of the talks mediated by the Minsk
Group of the Organization for Cooperation and Security in Europe can
occur only when Karabakh becomes part of talks.
"The mission of the OSCE Minsk Group has turned from a group
implementing mediatory mission into a consultative one whose members
simply discuss the present situation in the region and try to
coordinate their actions to preserve peace," said he.
"Here a change in format will take place if Artsakh [Karabakh] takes
part in negotiations," he added.
Further, Melik-Shahnazaryan said that the stalled negotiations tend
to protract as currently no change in the present situation can
be observed.
