The unemployment rate in Samtskhe- Javakheti is disastrously high.
Agriculture is deteriorating. Loan rates are skyscraping. The Georgian
authorities do nothing to help the local population even though they
have resources for that, the Javakheti Armenian Community of Russia
says in its address to Prime Minister of Georgia Nikoloz Gilauri.
The message says that the emigration rate in the region is very high.
"The local authorities are dependent on the center and can do nothing
for their people. Prices are constantly growing while people are
mostly jobless. Old people are forgotten and doomed to hunger and
death while young people have no jobs and are degrading or emigrating."
"Georgia is signatory to the International Covenant on Economic,
Social and Cultural Rights and the Universal Declaration of Human
Rights, which say that each person has the right to labor, free
choice of job and fair labor conditions. Georgia's Constitution also
propagates free labor and obliges the Georgian authorities to foster
free business and competition and to help their citizens to find jobs."
"The situation in Samtskhe-Javakheti is contrary to what Georgia's
Constitution and the international law say. So, if you, Mr. Gilauri,
are unable to take care of your jobless citizens and to solve the
social-economic problems of Samtskhe-Javakheti, please, help the
region to obtain wide autonomy powers so that the local population can
elect efficient authorities, who will be able to develop effective
social-economic programs, to find investors, to cooperate with the
Diaspora and to create jobs in compliance with Georgia's laws."
"We hope that you will hear us and are looking forward to specific
steps to implement our proposals," the message says.
