    "The election of Azerbaijan as a non-permanent member of the
    UN Security Council will not harm the process of settlement of
    the Karabakh issue, since the non-permanent membership does not
    provide such privileges or opportunities," President of the European
    Integration NGO, analyst Karen Bekaryan told a press conference today.

    According to him, Azerbaijan neither wins, nor loses from the
    perspective of submitting proposals, since even without that membership
    Azerbaijan had no problems coming forth with new initiatives. The
    likelihood of their passage is a different question, he said.

    "The passage of legally non-binding bills in the General Assembly
    requires the consent of the majority, while in the Security Council
    everything depends on other, especially permanent members, which
    have the right of veto. Three of those permanent members are the OSCE
    Minsk Group co-chairing countries," the analyst said.

    Karen Bekaryan explains the Azerbaijani aspirations to become
    a non-permanent member with two factors. "The Aliyev clan tried
    to create a winner's image inside the country, thus diverting the
    attention of the society from other issues, and soften Azerbaijan's
    image of a non-democratic country in the outer world."
