A SCARY OLIGARCHY

Does the government of Armenia already have the blacklist of officials
reported by the 168 Zham Daily who will reportedly be arrested or
dismissed soon in the framework of the so-called anti-corruption logic?
At least, the pre-election logic prompts that if the government
does not have this list in the drawer of Serzh Sargsyan's desk or
on the desktop of the head of the Special Investigative Service,
it may have it in its head. The government understands, of course,
that dismissals and arrests are already becoming a must because the
society is fed up with "we need more time", "judging people will not
lead to anywhere" and other similar explanations.
As long as the government, its high-ranking officials, and Serzh
Sargsyan are not insane, they must see the indifference of the public
toward these explanations. The citizens are reluctant and unable
to understand how it happened that Serzh Sargsyan and other top
officials never ask for time whenever they are dealing with their
personal affairs, but as soon as the life of people is concerned,
they need time.
However, it is also true that dismissals and arrests will not
solve the problem, as long as they are administered for the sake of
propaganda. Can the government act outside this scope? Does it not
mean waging a war on themselves? After all, if Serzh Sargsyan sets
to genuine fight on corruption, the system will turn against him. In
addition, not just physically, setting to sabotage of Sargsyan's
presidential activities but will try to reveal facts on Serzh
Sargsyan's possible relation to systemic corruption.
In other words, fight on corruption in Armenia will open Pandora's box,
and perhaps WiliLeaks knows how it will end.
It is a vicious circle from where even Serzh Sargsyan's resignation
may not lead to a way out and if it is going to be obvious that after
the resignation a force with genuine commitment, ability and will for
fight on corruption comes to government, the present system will not
tolerate even Serzh Sargsyan's resignation.
What shall be done? Is the only option a direct confrontation, leading
to death or legitimacy? Or maybe the myth of systemic confrontation
has been exaggerated, maybe the logical chain of the vicious circle
is artificial, and the so-called government clan-oligarchic is not
almighty, as it may seem at first sight.maybe the government has blown
the bubble of the resistance of the clan-oligarchy to have an excuse
to the society and to ask for time.
Are several illiterate officials and oligarchs capable of systemic
resistance, or is a political decision enough to send them to jail in
case of resistance? The Armenian oligarchy will hardly be stronger than
the Russian oligarchy. It was richer, possessed greater information,
economic, political power, it was wiser, and at the same time, more
cruel. Nevertheless, Putin was able to send some of them to prison,
to force others to leave Russia, and yet tame others.
The purpose of Putin is another issue, of course, and the question
is what he offered or imposed the society to substitute. But the fact
is that he was able to break the unbreakable oligarchy and penetrate
into all the cells of the political and information arenas of Russia.
Although it is possible that Yeltzin did it, who felt that he was
unable to cope with this problem and needed someone who would not be
bound by relations to the oligarchic mechanism and would act freely.
But the most important thing is that the beast is not as scary as
everyone had thought. Important is to have wish, and the ways and
methods will always be found.
