'Bridges Burnt'

The U.S. diplomatic cables on WikiLeaks which are more interesting in
the context of the current internal and external developments while
Armenia faces serious transformation.
Most documents focus on Robert Kocharyan, as well as his comparison
and relationship with Serzh Sargsyan. In one of the documents dating
back to the period of mass protests, namely February and March of
2008, Serzh Sargsyan is said to have a milder approach unlike
Kocharyan whose steps are intended to make Sargsyan's presidency
illegitimate and vulnerable to keep his influence in the political and
economic sphere.
There were a lot of newspaper reports and political comments on this
issue. Most people agree, while others say Sargsyan was the only
person who could have prevented those events. Others say a second
round of elections would have alleviated tensions.
After the elections, the U.S. government did not congratulate Serzh
Sargsyan, over these years, on the one hand, hinting at his
illegitimacy, on the other hand, working with him. It should be noted
that this cooperation was useful for both the United States which
strengthened its presence in the region, and for Armenia. The
Armenian-Turkish protocols agreed by Armenia which later turned out to
be a joint-Russian-Turkish draft was voided. The Russian-Turkish
project to hand over Karabakh to Azerbaijan was terminated as well.
As to internal life, there are no essential changes there, but on the
other hand, there is a possibility for more activity and effectiveness
of social and political initiatives which already hail success in
environmental, legal and other arenas.
However, after conservation of important external issues for Armenia,
the issue of internal reformation of Armenia was brought up, in regard
to which a number of documents are released by WikiLeaks. In fact, the
problem is to demolish the system established in Armenia, the
so-called `Kocharyan's heritage' which as an alibi for both the
opposition and the government, for the first to excuse its refraining
from radical steps, for the second to excuse its failures. It implies
systemic changes and some foreign political independence.
This is the task facing Armenia, which is in the interests of the
Armenian people. In fact, the suspended dialogue between the
authorities and the Congress had a role in this process. Its further
continuation and role is uncertain, and other mechanisms may be
employed. At least, the dialogue ended up just like the protocols. In
other words, a process, an essential process was needed which enables
to burn the `bridges' with the former system.
