CIS Summit opens without Azeri president

Azerbaijani President Ilham Aliyev is not taking part the CIS Summit
that kicked off in Dushanbe, Tajikistan on Friday.
The country's prime minister, Artur Rasizade has attended the meeting
instead. The Azeri leader is said to be offended by Russia's policies
on Karabakh settlement.
Armenian President Serzh Sargsyan left for the Tajikistani capital on
Friday to attend the 20th summit of the former Soviet republics.
