TANKS, NOT TOURISTS

Our precondition is simple: let Russian tanks leave and Russian
tourists arrive, said yesterday the President of Georgia Mikhail
Saakashvili proposing his own concept of relations with Russia.
Russia understands protest by countries which owe to it (political
and economic debts are meant) as an infringement of foreign countries
(to read the U.S.) on the Russian interests. The anti-Russian foreign
interference causes the intention to empower the CSTO forces as
internal gendarmerie.
Russia persuades its people and the people of its sputnik countries
that any act of opposing, any criticism of the government, especially
anti-Russian statements, such as in Belarus, are initiated and financed
by the West. It says it is not aimed at democratic transition,
it is aimed at weakening Moscow's influence on the traditionally
"Russian" regions.
By and large, the countries which chose true democratic transition,
practicing transparency of public policy, liberal economy, fighting
corruption, defending human rights and freedoms are outside Russia's
influence. And above all, it is because Russia can't offer these
things to its allies.
It offers tanks, offers high price of gas, not to mention the
vocabulary that is used in conversations with the presidents. Even
in public policy, Moscow's political scientists do not hide the fact
that they refer to some countries as an outpost, "younger brother"
and "prodigal sons".
In fact, if it is found that the U.S. financed opposition movement,
or awards grants to civic organizations and media in Armenia, Russia
could make the country's leadership recognize protest as "a violation
of the constitutional order" by foreign countries. And, accordingly,
deploy its troops.
And again tanks, not tourists.
