Armenia's main opposition alliance has slated a report approved by
the Monitoring Committee of the Parliamentary Assembly of the Council
of Europe.
In a statement issued late on Monday the Armenian National Congress,
or HAK, said that the Monitoring Committee's recent resolution on
Armenia, if confirmed at the October plenary session, would be a "blow
to PACE itself" and would undermine its credibility, Tert.am reported.
"[It will show] that PACE and its relevant agencies are engaged
not in Armenia's implementation of its obligations in the sphere
of democracy and establishment of democratic institutions, but are
rather contributing to the deepening of the atmosphere of violence,
forgery and impunity," the statement reads.
It says that the resolution contains provisions that are unacceptable
to the HAK and devalue the work done so far.
One of the clauses in the Monitoring Committee statement, which the
HAK considers unacceptable, concerns the 2008 post-election unrest
in Armenia.
The clause in question says: "The outcome of the latest general amnesty
in Armenia, the renewed impetus to investigate the 10 deaths during
the March 2008 events, and the resulting start of a constructive
dialogue between the opposition and ruling coalition mean that the
chapter on the March 2008 events can finally be considered closed."
The HAK notes in its statement that the perpetrators of the 10 killings
have not yet been held accountable and the authorities have spared
no effort to conceal the crimes and create obstacles to justice.
"With this conduct PACE counters its previously adopted resolutions
and statements made by various Council of Europe officials, including
one made by the secretary general and is in fact encouraging the
repetition of such crimes," the HAK statement reads.
The HAK also said that the Monitoring Committee ignores the suspension
of the dialogue between representatives of the HAK and the ruling
coalition because of the arrest of young HAK activist Tigran Arakelyan.
On 8 September the Monitoring Committee adopted the draft resolution,
based on a report on the functioning of democratic institutions in
Armenia, compiled by rapporteurs Axel Fischer of Germany and John
Prescott of the UK.
