    The President of Russia undertakes command of Center-2011 exercises

    HIGHLIGHT: THE ARMY STARTS WORKING OUT A SET OF TASKS RELATED TO
    PROVISION OF SECURITY IN THE CENTRAL ASIAN DIRECTION; Russian army
    under command of Supreme Commander-in-Chief Dmitry Medvedev starts
    working out a set of tasks related to provision of military security
    in the Central Asian direction from today. Operational strategic
    exercises Center-2011 enter the active phase. Units of the armed forces
    of Belarus, Kyrgyzstan, Kazakhstan and Armenia will participate in
    them besides the Russian troops. According to the nature of the tasks
    fulfilled, these exercises differ from the exercises that have taken
    place in the post-Soviet space before radically.

    Russian army under command of Supreme Commander-in-Chief Dmitry
    Medvedev starts working out a set of tasks related to provision of
    military security in the Central Asian direction from today.

    Operational strategic exercises Center-2011 enter the active phase.

    Units of the armed forces of Belarus, Kyrgyzstan, Kazakhstan and
    Armenia will participate in them besides the Russian troops. According
    to the nature of the tasks fulfilled, these exercises differ from
    the exercises that have taken place in the post-Soviet space before
    radically.

    According to Chief of the General Staff Army General Nikolai Makarov,
    first, staff command exercises Center-2011 will take place without
    use of big groups of forces, "Not the entire armies will be used but
    only brigades."

    Second, during the exercises troops will work out actions for
    "localization of conflicts, both internal and external." Along with
    this, according to Makarov, bearing in mind the events in North
    Africa and Middle East, "The military organization of Russia should
    be ready for the worst scenarios of the situation development." This
    means that the commander does not rule out that the troops should also
    fulfill police functions similar to those that are already fulfilled
    by the army in Syria. Probably this is not incidental that according
    to official data of the Defense Ministry Russia will be represented
    in the operational strategic exercises also by operational groups of
    the Interior Ministry, Federal Security Service, Federal Border Guard
    Service and Emergency Situations Ministry. At one of the stages of the
    exercises at Chebarkul training range army units and special units
    of the Interior Ministry and Federal Security Service will fulfill
    tasks of liberation of a city from terrorists and rebels.

    Lieutenant General Alexander Poryadin, commander of the Urals regional
    command of the Interior Forces, characterized the idea of Center-2011
    exercises saying that "There is nothing fundamentally new for the
    special units in the scenario of these exercises because they have
    already had to liberate hostages including such liberation in the
    hot spots." The general emphasizes that "emphasis is put on the
    practical working out of components of these actions taking into
    account a certain situation modulated by commanders." It is known
    that commanders are the Presidential Administration and General Staff.

    Along with this, it is interesting that during the exercises Russian
    forces are represented at various theaters and with participation
    of allied troops. Thus, at the Gorokhovetsky training range Russian
    and Belarusian units work out tactical tasks in the framework of
    Union Shield-2011 exercises including, according to commander of the
    20th combined arms army Major General Sergei Yudin, use of "tactical
    landing operations, units of forces of special operations, as well
    as illegal armed forces operating in the rear ranks of our troops"
    by the enemy. In the Caspian Sea the Russian naval and ground groups
    interact with units and formations of Kazakhstan (a coalition group of
    forces Kaspiy was formed there). Almost the entire Caspian Flotilla
    of the Russian Navy is used for fulfillment of tasks of provision
    of military security in the area of oil extraction and fishing. On
    the part of Kazakhstan the group includes airborne attack units,
    marines, units of the Interior Forces, coast guard of the border
    guard service of the National Security Committee and Emergency
    Situations Ministry. Along with this, at the Kazakh training range
    Oimasha there is a coalition ground group of forces consisting of
    about 3,000 servicemen that is commanded by commander of the ground
    forces of Kazakhstan Lieutenant General Murat Maikeev.

    Staff command exercises of the collective operational response forces
    (KSOR) of the CSTO member states take place now in Tajikistan in the
    framework of operational strategic exercises Center-2011 under command
    of Deputy Commander of the Airborne Forces Major General Alexander
    Lentsov on the basis of training center Lyaur of the 201st Russian
    military base. According to aide to the commander of the 201st base
    Dmitry Matushkin, operational groups (representatives) of military
    contingents and formations of special purpose forces of the interior
    ministries, security bodies and emergency situations ministries
    of Armenia, Belarus, Kazakhstan, Russia and Tajikistan, as well as
    secretariat and united staff of the CSTO participate in the exercises.

    A coalition group of forces is also deployed in Kyrgyzstan. Joint
    tactical exercises are organized there in the united training center
    of the armed forces of Kyrgyzstan fir the units of the collective
    rapid deployment forces of Central Asian region (KSBR) of the CSTO.

    Operational groups of the armed forces of Kazakhstan, Kyrgyzstan,
    Russia and Tajikistan participate in them. The roles of the troops,
    command and staff of KSBR is played by the military command of CSTO,
    Kyrgyz mountain riflemen company and special-purpose group, as well as
    aviation group of the 999th aviation base of the Armed Forces of Russia
    (Kant). The topic of the exercise is "Preparation and conduction of
    special operation of KSBR for liquidation of illegal armed forces."

    Military expert Vladimir Popov says, "Russian authorities drew a
    conclusion, although too late, that successful settlement of military
    security issues including the issues of domestic security of the allied
    countries is possible only through creation and use of the coalition
    groups of forces in the post-Soviet space. This is correct and we
    should not be afraid of this." Along with this, he points out that
    "on the level of working out of documents in the framework of CSTO,
    SCO etc implementation of this idea already lags behind the practice."
