    BAKU. April 3, 2012: Today, the demolition project of the local
    authorities resulted in another major standoff between a group of
    employees of the State Oil Company of Azerbaijan (SOCAR) and the
    residents of the village Yukhary Sulutepe in Binagadi district
    of Baku. A group of SOCAR employees began using heavy machinery
    to demolish the houses located in Sulutepe. Local residents began
    throwing rocks at the representatives of SOCAR. The demolition work
    never stopped. Then, the settlers armed with fixtures and other objects
    attacked the employees of SOCAR, who fled, unable to withstand the
    pressure. Police surrounded the area and stopped the traffic, but do
    not interfere with what was happening.

    As a result of the confrontation, five employees of SOCAR were beaten
    and injured. Ten local residents were also injured. Five buses on
    which SOCAR staff arrived were damaged. According to the recent
    reports, the SOCAR security service managed partially or completely
    to demolish 10 houses and other buildings.

    SOCAR claims that it legally owns that land. At different times
    hundreds of homes were built in the area. The people got permission
    to do so from the local executive authorities, as well as from the
    municipality. However, SOCAR dismisses the ownership documents on
    those properties considering the buildings in that area to be illegally
    built. At the same time, the residents say, "If the houses are illegal,
    why did the executive authority allow us to build them?"

    Last year, SOCAR demolished dozens of houses, but the residents
    restored them later (Turan).
