    Today, during the Armenian National Congress (ANC) rally in Masis,
    Levon Ter-Petrossian, the Congress leader, noted that during the
    previous election they had been in Masis and Ejmiadzin at the end
    of the election campaign, "During the 2008 election campaign, Masis
    and Ejmiadzin were the most crowded. What is the reason today? It is
    not fear. They were more afraid in 2008. The majority of the active
    population has left Armenia during the past four years."

    According to the first president, this government enjoys the support
    of the international community, "The West needs such a thievish
    government as Serzh Sargsyan, because it is easier

    to govern them. This government is not independent; it is dependent
    on external forces. What government could agree on establishing a
    commission of Armenian and Turkish historians that would find out
    whether there had been genocide or not? Moreover, Serzh Sargsyan gave
    that promise to them in 2007, it is in WikiLeaks cables, we saw it.

    Serzh Sargsyan had promised them before the election to agree to
    Madrid Principles of settling the Karabakh conflict. Do you know what
    it is? It is the document which I vetoed in 1996, regardless of huge
    pressure. At least, at that time Karabakh was a party to the conflict,
    its position was decisive. They convinced Robert Kocharyan that there
    was no need for Karabakh to be a party to the conflict and they kicked
    Karabakh out. Now they promise again that they must necessarily
    involve Karabakh in the negotiation process. What involvement are
    they talking about? Karabakh has a mandate, the Budapest Summit gave
    a mandate to it, you must struggle to return that mandate. This is
    disability. Now they have come and ask votes from you again."

    Talking about election fraud, Levon Ter-Petrossian assured that
    "handing out 5-10 thousand AMD, do you know how much money they steal
    from you in the process? These thick-necks steal $5 billion from you
    every year. I am not afraid to say that the President with all his
    ministers, governors and Cabinet are all thieves and bandits."
