    On the eve of the elections in Armenia two structures were created
    which will monitor the elections. But the effect of both is zero.

    The joint headquarters which includes the Armenian National Congress,
    ARF Dashnaktsutyun and Prosperous Armenia has not detected any special
    violations of the campaign. This headquarters is like a non-aggression
    pact. The parties agreed not to notice each other's violations. At
    the same time, they shut an eye on the Republicans just in case it
    wants to notice their violations.

    The structure adjunct to the parliament hardly delivered a code of
    ethics how not to deceive voters. The social networks and the mass
    media enjoyed the sharpness of Davit Harutyunyan's mind.

    In the meantime, ten days are left till the elections and the rules
    and laws are violated at every corner. For instance, civil servants
    are forced to attend the rallies of the president otherwise they
    will lose their jobs. The same people are not allowed to attend the
    rallies of the opposition. Republicans walk door to door and register
    everyone and demand to present a passport.

    Prosperous Armenia is openly bribing people in rural areas, leasing
    tractors and smaller machines. Nikol Pashinyan is not allowed to hold
    rallies and it is not considered a violation. Nobody notices these
    violations, as if it is a regular practice of the election campaign.

    Why were these structures created? Do the participants of the election
    recognize them or will there be post-election events? After all
    the meaning of agreements and different headquarters is to prevent
    post-election processes. Joining the headquarters somehow ties the
    hands of its members who need to announce about violations now or
    they will be shaking their hands after the fight.

    In fact, after joining the opposition headquarters, Vardan Oskanyan
    neutralized the post-election protests which might be initiated
    by the Armenian National Congress. If the headquarters does not
    criticize violations, it will actually recognize the legitimacy of
    the elections. Especially if the Congress is election to parliament
    and gets at least a few seats.

    Only the Heritage keeps away from headquarters and latent agreements
    on post-election events. A real campaign has been launched against the
    Heritage and the Free Democrats. First they were accused of a deal
    with Serzh Sargsyan, then by way of the Russian mass media latent
    negotiations with Turkey. It did not have a significant influence
    because it was too thin. However, the problem is that the Heritage
    and the Free Democrats are chased not only by the government but also
    by the opposition.

    Apparently these parties are the only potential source of post-election
    protests, and everyone would gladly neutralize them now.

    It will meet the interests of the Russian special services which
    are reluctant to see Armenian parties in parliament announcing about
    review of relations with Russia.
