Armenian recruiters are concerned over the shortage of specialists
in priority spheres of economy, particularly, IT sphere, pharmacy and
food technologies. Founder and Chief Executive of Tanger Recruitment
Agency, President of the Union of the Private Recruitment Agencies,
Ms. Nana Heruni, told ArmInfo that several specialties in the specified
spheres of Armenian economy have been vacant for 7-8 years.
"Now the problem of the shortage of these specialists is even more
urgent than ever", Heruni said.
The expert connects this problem with the lack of state policy of
planning for the labor market, as well as with the lack of mechanisms
aimed at preventing the brain drain and attracting young specialists.
"A lot of specialists, including those in the IT sphere, would like to
return to the Motherland, but they will find no adequate job here",
she said. The expert added that the lack and the continuing outflow
of good specialists from the country lead to considerably economic
losses. Heruni said that her company has repeatedly applied to the
local universities for eligible specialists, but these universities
are obviously not interested in further employment of their graduates.
The expert pointed out the outflow of specialists as one of the
traditional trends of the labor market. Besides the CIS countries,
Canada and the UAE have recently become the priority destinations for
the labor migrants. The agency also receives cooperation proposals
from Kuwait and Qatar. However, Heruni thinks labor migration to these
countries is not safe now because there are no intergovernmental
agreements regulating the mutual relations among the agency,
the employer and the applicant. Heruni said that according to the
surveys of the Progressive Social Technologies NGO, the number of
people leaving Armenia to look for a job abroad ranges from 60,000
to 100,000 annually. She pointed out that this organization held its
latest survey in 2007. "This means that the state not only fails to
prevent the brain drain, but doesn't want to trouble itself to make
common calculations", she said.
When assessing the situation in the Armenian labor market, Heruni
said that some activeness has been observed in the market since early
2012 - both the local and the foreign markets have been applying to
the agency for cooperation. However, the expert does not rule out
possible worsening of the situation due to the possible second wave
of the global crisis, which may be even more devastating for the
Armenian labor market than the first wave.
Tanger was established in 2000. Its customers are largest local
organizations of Armenia, as well as overseas companies. The company
does business with long standing and renowned organizations and
banks, as well as with international organizations which either have
long functioned or are just stepping into the Armenian market. The
candidates are interviewed and are professionally and psychologically
tested.
