THE CONTROL CHAMBER OUTGOING SESSION IN BERDZOR

On July 27 the NKR Control Chamber convened an outgoing session in
Berdzor, the regional administration center of Qashatagh. Control
Chamber employees carried out an inspection in the regional
administration of Qashatagh. Various aspects such as the use of
state budget resources allocated to the regional administration,
the use and management of the state property were checked, the use
of the state funds allocated to the rural communities, the supply of
revenues and the Berdzor community administration were inspected as
well. The regional administration activities covering the period of
2010-2011 were submitted to inspections.
According to the Control Chamber the state funds appropriated to
the regional administration of Qashatagh were used in accordance
with the legal acts and did not exceed the provisional expenses,
though, the cash and actual expenses essentially differed, a number
of violations and faults were revealed in accounting and maintaining
financial and economic records. One of such discussion points was
the double holiday allowance paid to the accountants of the regional
administration for the same period. In order to reply to the question
"Was it within the limits of the law?" formal inquiry was suggested,
though the paid amount of money was to be restored, as registered by
the Control Chamber. Another discussion point was the issue of the 25
transport means which should exist by documents whereas in fact only
5 of them were found in various villages of the region. The regional
administration considered this one of their vexed problems. Together
with the experts of the NKR Ministry of Economic Development they
referred to this issue several times yet no document concerning the
transport means 10 years ago allegedly given to the region exists
in order to be able to strike these cars off the balance. According
to the Control Chamber government intervention is necessary for the
regulation of this issue.
The inspection body also registered a violation concerning the overdue
credits. This debt has existed in the regional budget since 1994 when
an amount of AMD 369 800 300 was allocated to the region as a farming
credit with a 20-year proportionally payment period and only 3,8 %
of this sum was paid ever since, about 10 times less than the amount
planned to be paid. 46 % of the agricultural credits appropriated in
2004-2006 is overdue.
The process of elimination of the mentioned faults, and not only,
has already begun. Legal actions on part of the overdue credits are
in process, the officials of the regional administration noted, for
the other part of the debts government intervention is needed. They
are obliged to render written information on the elimination of
the existing faults and violations to the Control Chamber within a
one-month period.
During the outgoing session of the Control Chamber the results of the
inspections conducted in Berdzor town council were discussed as well.
The inspections resulted in discovery of numerous faults, part of
which, according to the Control Chamber, need legal estimation. The
results of the inspections realized in Berdzor town council and the
"Tashir" LLC will be sent to the General Prosecutor's Office.
