In general, the draft law on making alterations to the law "On
specially guided territories" may be assessed well if compared with
the previous one,
but it contains many shortcomings. For instance, it does not contain
strict points about the ban of the mining industry development in the
especially guided
territories, coordinator of the Ecological Public Union, Silva
Adamyan, told journalists today.
She said that on 28 August Armenian Nature Protection Ministry is
organizing public hearings during which ecologists will present their
pretensions. There is another significant problem in Armenia: "Many
laws have not been functioning in the country. For instance, the law
forbids development of the mining industry in the national parks, but
if we take lake Sevan, we shall see that requirements of the law are
ignored. We must take measures to provide priority of the law", - she
said.
For his part, chairman of the Armenian young biologists, Arsen
Gasparyan, said that the above mentioned draft law contains several
contradictory points. "According to the law, specially guided
territories can't be sold, and when rented, they must not suffer
ecologically. At the same time, the law allows development of the
closed mining industry. But in this case, the requirements of the law
about preserving of the ecological purity, still remain open", - he
said.
"The law allows development of the closed mining industry in the
special zones. The authors of the draft law have changed the status of
landscapes and in this way allowed development of the mining industry
here", - Gasparyan said.
