ANC TURNS TO CONSTITUTIONAL COURT

Yerevan/Mediamax/. Armenian National Congress faction is going to
turn to the Constitutional Court demanding to examine the fact of
failure of the special session convened by the ANC on November 21.
ANC coordinator Levon Zurabyan said this today, Mediamax reports.
The ANC will demand from the Constitutional Court to recognize the 4th
chapter of the 44th article of "Law on National Assembly Regulation"
of Armenia which concerns the holding of special sessions.
"According to the 70th article of Constitution, special session is
convened by signatures of 44 MPs. No provision of the law can defeat
the right. The Constitution doesn't define the notion of quorum",
said the ANC coordinator.
Levon Zurabyan informed that they already initiated collection of
signatures to turn to the Constructional Court. Signatures of 27 MPs
should be collected to turn to the Constitutional Court.
"It should be the matter of all those political forces which united
to hold the initiative of special session", added Levon Zurabyan.
Mediamax recalls that the necessary quorum failed at the special
session convened by the ANC on November 21. 44 MPs were registered
to the session. RPA and Orinats Yerkir factions didn't come to the
session.
The agenda of the special session would include the demand of making
changes in the "Electoral Code". "Heritage", Dashnaktsutyun and PAP
joined the initiative of collecting signatures to call the special
session.
