7 NEW E-MANAGEMENT SYSTEMS INCLUDING E-CONSULATE TO BE INTRODUCED IN ARMENIA

EU-funded new 2-year program started today.
Head of the European Union Delegation to Armenia Traian Hristea stated
at the presentation that the program aims to introduce a program of
electronic operations which will considerably facilitate the citizens'
communication with the state and will reduce the corruption risks. The
EU will allocate EUR1.3mln to the implementation of the program.
Presenting the program, head of the Staff of Armenian government David
Sargsyan stated that in 2013-2014, the government will introduce
7 new e-management systems including - digitization of archives,
e-mail for all Armenian citizens for facilitation of their interaction
with the state, system of e-registration of the acts of civil status,
statistical e-reports, e-healthcare system as well as e-consulate which
will allow extending the validity period of the Armenian citizen's
passports abroad in 15 minutes, for instance.
David Sargsyan also presented the e-management systems introduced
earlier.
"As a result of the "one window" system introduction, 10%
of registration of legal entities are realized on-line, 65% of
companies are registered in less than 30 minutes and 85% of individual
enterpreneurs - within less than 10 minutes. The introduction of "one
window" system allowed registering cars for 24minutes on average in
case of transport registration", said David Sargsyan.
He also noted that as a result of the introduction of the electronic
system of tax declarations, 15 675 taxpayers presented e-reports
this year.
Supervisor of "Armenia-Development of E-Management System" Ivar Tallon
noted that only a few number of taxpayers presented e-reports in his
country, Estonia, 10 years ago, and now the index reached 94%.
