The Institute of State and Law of the Russian Academy of Sciences
has examined the criminal action against Vartan Oskanian, member of
the Prosperous Armenia party and the founder of Civilitas Foundation,
and does not see elements of a crime in the case.
In its legal opinion the Institute says that Oskanian's actions were
legal: he used the donation given to the foundation for the purposes
stipulated by the donor rather than for his personal needs.
"So, there are no elements of a crime in this case," the Institute
concludes.
