KOCHARYAN RETURNS "DEBT" TO SARGSYAN

The Armenian press has recently reported that Robert Kocharyan and
Serzh Sargsyan are going to leave for Moscow to meet with Vladimir
Putin, the president of Russia. The subject of discussion will be
the upcoming presidential election in Armenia.
The press hinted that Gagik Tsarukyan's decision is delayed by this
meeting. Apparently, there is no decision taking into account the
fact that Tsarukyan appeared under "crosswise" pressure and can't
decide what to do.
Actually, the issue of forming government in Armenia is again attempted
to be solved abroad, in Moscow. Certainly, Kocharyan will later say
that he has close ties with Putin and they often meet as friends, and
Sargsyan will say that trips to Moscow are part of his competences. But
none of these reasons convinces anyone in Armenia.
An analysis on Kocharyan's vision of the country's future has appeared
on the non-official website of the second president. It runs that
his vision remained unfinished and he will sooner or later be back to
finish it. And his return is a matter of time. The logic of Kocharyan's
behavior and activities hints that these are not simply words.
Besides, Kocharyan will not forgive the events of the 2007
parliamentary elections. Then, the government had thought to allocate
the parliamentary majority to the newly-formed Prosperous Armenia Party
to nominate Vartan Oskanian for president in 2008. However, with the
support of Moscow, Serzh Sargsyan has failed this plan presenting it
as a "Western" project to seize the parliamentary majority and the
government. Kocharyan had nothing else to do but to visit the RPA
office at midnight to congratulate Serzh Sargsyan.
Taking into account his character and style, Kocharyan may forgive
and reconcile with many things, at least for some period, but he will
never forgive his "night visit" to the Republican office. It seems
that he decided to ruin Sargsyan's mood on the eve of presidential
elections and to return his "debt". In other words, he will try to
convince Moscow that Serzh Sargsyan is going to take Armenia out of
the Russian orbit.
One year ago Kocharyan used to express surprise that in a
twenty-year-old independent country people dwell on the solution
of the government's issue abroad. The issue of government forming
is complicated and it requires serious political culture which does
not exist in Armenia. Any political figure, present or former, will
have to ask a question on the promotion of the culture. This is the
meaning of the political activities. Instead, the Armenian political
class keeps seeking the solution of its issues aboard.
