    Karabakh must return to negotiation table as soon as possible -
    Armenian President

    YEREVA.N. - The Karabakh conflict must be settled exclusively though
    peaceful talks, Armenian President Serzh Sargsyan said on Saturday,
    addressing the delegates of the 14th special session of the Republican
    Party of Armenia.

    At the same time Armenia stands ready to give a decisive rebuff to any
    encroachment threatening Armenia's security.

    Armenia will do its utmost to improve security guarantees of
    Nagorno-Karabakh and its population in the light of Azerbaijan's
    non-constructive position, anti-Armenian rhetoric and constant threats
    of force.

    `We will continue the negotiation process. Expressing appreciation to
    the OSCE Minsk Group Co-Chairs for their efforts into peaceful
    resolution of the conflict, at the same time, we will constantly draw
    their attention to the establishment and strengthening of confidence
    measures which are making possible a peaceful solution. Azerbaijan's
    policy on the whole, non-withdrawal of snipers, refusal to implement
    mechanisms to investigate incidents at the line of contact,
    glorification of murderers, promotion of racism and xenophobia,
    unreliable and double-faced position in negotiations, do not
    contribute to creating an atmosphere of trust, and are escalating
    situation in the regions not getting the proper response. It is
    natural and logical that Nagorno-Karabakh should return to the
    negotiation table as soon as possible, so we will make efforts to
    find a speediest solution to this problem,' President said.

    Sargsyan also noted that in the context of international processes, we
    are witnessing the vivid examples of implementation of the people's
    right to self-determination, not leading to wars or force.

    `Nagorno-Karabakh is a part of Europe. We have always supported a
    peaceful solution to the Karabakh conflict. Close ties between
    Armenia, Nagorno-Karabakh and Diaspora must be strengthened. Together,
    we will contribute to the establishment and development of a free,
    independent, democratic Nagorno-Karabakh,' he said.
