    The congress of the Republican Party held in the spirit of the
    Communistic Party and Serzh Sargsyan's excessively optimistic speech
    caused anger and disappointment as well as a lack of wish to listen
    attentively to the speech and figure out the program goals, agree or
    disagree with them.

    The impression from the congress was so negative that apparently it
    was decided to shift people's attention from it, so here comes the
    recording of the conversation of members of parliament Levon Zurabyan,
    ANC, and Vartan Oskanian, PAP. The purpose was to show that they are
    not better, even worse than Serzh Sargsyan. Of course, they could
    have caused a sex scandal, like in the case of Strauss-Kahn in France,
    but apparently there was no basis for that.

    Anyway, Serzh Sargsyan's well-written speech did not produce a policy
    effect. Although it contained a big share of truth, barefaced lies
    did not let people believe it. The speech was especially prejudiced by
    the statement that the best conditions have been created for business
    while statistics proves the opposite. The definition "almost ideal
    parliamentary elections" does not reflect the reality either - people
    know how they voted.

    Dwelling on the past five years, Serzh Sargsyan only said that despite
    the crisis he managed not to lose what was there and to carry out
    certain reforms. In other words, Serzh Sargsyan acknowledges that
    nothing essential has been done over the past five years but those
    years were spent to get ready for the final "decisive" steps. He does
    not even call back those who left Armenia. He says he will do it when
    he has built a secure Armenia. Although, in terms of freedom of speech,
    he was right - in this sense, there is really some progress.

    However, there were a few interesting points in the part on foreign
    policy. First, Serzh Sargsyan, in fact, has started the process of
    international recognition of the Armenian genocide in 2015. "2015 will
    be for the Armenians all over the world, in Armenia, Artsakh and the
    Diaspora, and progressive mankind, a milestone in the recognition
    and condemnation of the Armenian Genocide. We will make our common
    efforts to bring recognition and condemnation of the genocide to
    an essentially new level - it will be at the level of international
    organizations, states or the international community (including the
    Turkish society)," Serzh Sargsyan said. Perhaps he is talking about
    territorial claims to Turkey.

    The hint that Armenia will boost security guarantees of Artsakh was
    interesting. Perhaps, the point is about the signing an agreement on
    military assistance by Armenia.

    At the same time, Serzh Sargsyan did not make any sharp statements
    on the foreign political orientation of Armenia. He listed among
    priorities to strengthen relations between Armenia and Russia, develop
    and expand the friendly partnership with the United Stated, continue
    the policy of integration with Europe. But the European integration
    is the only direction, where Serzh Sargsyan managed to achieve results.

    These statements are not discussed yet and will hardly ever be. Most
    probably, the political field will be unable to get out of miserable
    intrigues to form a political agenda and reveal the imitational
    character of Serzh Sargsyan's agenda.

    In this sense, the recording of the talk between Zurabyan and Oskanian
    demonstrates the political lag of the opposition. This allows Serzh
    Sargsyan to compare the small things that he did with what was there
    five years ago, without recalling the government's program in 2008
    and the opposition's and society's claims.
