WAS AMBASSADOR AUTHORIZED TO MONITOR?

The U.S. Ambassador to Armenia John Heffern convened a press conference
yesterday to speak about the Hrazdan mayoral elections.
It is noteworthy that the press reported interesting information one
week before the election that the U.S. Embassy had appealed to the
Central Election Commission with the request to give the possibility
to monitor the Hrazdan mayoral elections on February 12, but it
was refused.
"We made a request to the CEC, but it refused. We hope to monitor
the elections and we think it is important", said the Embassy's press
secretary Taguhi Djahukyan to the Haykakan Zhamanak.
This story seems strange. Either later the CEC allowed the Ambassador
to monitor the elections, or the Ambassador decided he needed no
authorization, but it is a fact the Ambassador visited Hrazdan and
demonstratively told about the election process.
Why did the Armenian Central Election Commission refuse the U.S.
embassy? Does it consider the U.S. embassy a "hostile" structure
which supports and sponsors the "orange" opposition? Or can't the
embassy monitor local elections at all?
Why did the ambassador call the press conference actually demonstrating
that the CEC is not an obstacle for him and he can act in Armenia
the way he likes?
On the other hand, stating that he liked the elections, the Ambassador
sent a message to the authorities in the face of the CEC saying that
the presence of the U.S. ambassador does not suppose for protests and
support to opposition. We can support you too, as if the Ambassador
says apparently with regards to the next parliamentary elections.
In the end, they will certainly manipulate the U.S. factor as the
"orange disease breeder" and the U.S. embassy needs to start getting
ensured from the negative image now. This does not mean that after the
parliamentary elections the U.S. will issue similar kind statements.
