On 22 February the Turkish Grand National Assembly's foreign relations
commission issued a statement condemning the events happened in
Khojaly on 25-26 February 1992 like "genocide committed by Armenian
    servicemen against Azerbaijanis"

The draft resolution was submitted to the Commission by a member of the
parliament Sinan Ogan on 9 February. Turkish parliamentarians said that
the events of Khojaly are a great shame in the history of humanity and
a crime against humanity. They expressed their support to Azerbaijan
in its struggle to raise awareness about the Khojaly massacre.

It is noteworthy that the remains of 613 Azerbaijanis were found
in 1992 in 8km from Khojaly taken by the Karabakh fighters. It was
a territory controlled by the Azerbaijani and not NKR army. Earlier
Major General Arkady Ter-Tadevosyan (Commandos) told ArmInfo that it
was Azerbaijani troops that fired at the Azerbaijani civilians. The On
Feb. 25 of 1992 Nagorno Karabakh forces took their stand in the west
of Khojaly and demanded the enemy to leave the village and to guide
the civilians out via the humanitarian corridor they provided. The
Azerbaijani president of the time, Ayaz Mutalibov, confessed
to Nezavisimoya Gazeta on April 2 that "the Armenians provided a
corridor for the people to draw back". While civilians were leaving,
the Azerbaijani forces took them for Armenians and fired at them in
    fear, the General said.
