AZERBAIJAN AGAINST NAGORNO-KARABAKH TALKS SOLELY AIMING TO AVOID WAR - LEADER

Azerbaijan would not accept a situation where the sole purpose of
talks to settle its two-decade conflict with Armenia over Azerbaijan's
disputed Armenian-speaking enclave of Nagorno-Karabakh is to prevent
a new war between the two countries, Azeri President Ilham Aliyev
said on Monday.
"If anyone thinks that the negotiations are chiefly about preventing
war, I can't accept it," Aliyev told a Cabinet meeting.
"No one wants war, least of all Azerbaijan, which has made such great
achievements," he said. "However, this doesn't mean that the process
of negotiations will be left aside and all efforts will be focused
on the prevention of war. This is not going to happen."
There are two ways to resolve the conflict, talks and war, Aliyev
said. "There is no third way. It is not a frozen conflict, nor will
it ever be such."
