    AZERBAIJAN HAS NO PROCLAIMED BORDERS UP TO NOW

    YEREVAN, JANUARY 19, ARMENPRESS: Azerbaijan has no legal ground of
    claiming a right of territorial integrity. If the latter considers
    itself the legal inheritor of the Democratic Republic of Azerbaijan
    proclaimed by the Ottoman army in 1918-1920, it was not recognized
    legally by international community. "Azerbaijan cannot present legal
    claims, as it is the inheritor of a state, which has not acquired
    borders," Chairman of "Shushi" fund Bakur Karapetyan told a news
    conference, Armenpress reports.

    According to Mr. Karapetyan, any document of Azerbaijan's domestic use,
    where the suggested borders of the state are pictured, cannot have
    normative character of international law. "International instances
    have to take into consideration this circumstance while determining
    the self-determination right of NKR people," he said.

    "Shushi" fund has addressed to heads of Minsk Group Co-Chair Countries
    an open letter presenting this issue.
