    Today, Serzh Sargsyan met with the Chairman-in-Office of the Council
    of Europe Herman van Rompuy. In this speech, Serzh Sargsyan recalled
    several times about Europe's `support' and his expectation of money.
    However, Rompuy made it clear that the money in the morning, the
    chairs in the evening.

    The relations of Armenia with Europe recall an eastern bazaar. Rompuy
    noted that he would be glad if Armenia's aspiration to Europe was
    built on the common values. Serzh Sargsyan, instead, dwelt on the
    money. He noted that Armenia will keep being decisive to fulfill
    large-scale reforms. `In this case, we see the EU as a reliable
    partner and supporter. We have had effective talks on the EU support
    to our reforms', said Serzh Sargsyan. That is Rompuy promised money.
    But in what order?

    `I call on President Sargsyan, MPs and you, to go on the reforms, to
    increase the transparency, eliminate corruption and respect the human
    rights and the rule of law, including the freedom of speech and media.
    Armenia is on the right path, despite there is much work. The EU is
    willing to support Armenia. The bigger your willingness to the reforms
    is, the more you may rely on the EU', said Herman van Rompuy in the
    conference `Armenia in Europe'.

    Rompuy made it clear that Europe won't give money to Armenia without
    radical reforms. Recall, Serzh Sargsyan has recently been to Brussels,
    and we learnt in the same period, that the donor conference for
    Armenia, which was planned for after the elections, had been
    postponed.

    `We help those member states of the European Neighborhood which are in
    the process of building of stable democracy, including Armenia. On May
    15 this year, the EU adopted a roadmap which activated the principles
    of more democracy more support. It can't be vice versa', said Herman
    van Rompuy.

    Serzh Sargsyan noted that the talks on the Association agreement and
    Free trade are coming to an end. He noted that new forms of support
    had been discussed during his meeting with Mr. Rompuy. What does this
    mean?

    `I have recently been to Brussels, where at the session of the
    European People's Party the economic crisis issue was discussed. I
    hope as an Eastern partner, we will have our share of support to
    overcome the crisis', said Serzh Sargsyan. Apparently, this is the new
    forms. The funding is possible not only through the Eastern
    Partnership, but also through the party line.

    Money, money, more money. Judging by the tone of the statement, the
    relations of Armenia and the European Union are measures by money.
    Armenia is asking money through all possible channels, and Europe
    grabs the game rules and builds its policy on `I'll or won't give
    money'.

    And you are ashamed of your government which is unable to which is
    unable to provide at least a minimum self-sufficiency in the country,
    it is profiting from this, and we, the citizens, makes pitiful beggars
    in front of the European parapet. I am ashamed also of the proud
    Europe which does not scruple to give to the poor pennies and promise
    more, so we don't go to the North but to the West and open a railway
    for the European goods.

    We have had enough of this bazaar.
