Despite his recent announcement to put down his deputy mandate, Ruben
Hayraptyan, the owner of Harsnakar Restaurant, will enjoy the
parliamentary inviolability till September 10.
In accordance with the Rules of Procedure of the National Assembly,
the NA should approve the resignation of an MP in its sitting. But the
parliament will not convene sittings till September.
Asked whether the NA is going to discuss the issue in a special
sitting, NA Vice-Speaker Eduard Sharmazanov said, "We have not
considered the possibility as Ruben Hayrapetyan has not filed a
resignation letter to the NA. We are not working till next Monday.
Part of the MPs will go somewhere to rest after the holidays and we
cannot provide the quorum."
"De jure, if an MP weaves his mandate, he must announce his decision
in the upcoming sitting. The NA administration will consider the
resignation and, if necessary, convene a special sitting. The most
important is that the MP has already made a statement on the issue,"
said Mr. Sharmazanov.
