Yesterday, presidential candidate Arkady Soghomonian met with
employees of the Republican Polyclinic and Hospital.
Why has A. Soghomonian nominated his candidacy?
According to him, legally the Constitution provides this right. The
moral ground is that for the 20 years of our independence he has held
key state positions. He is aware of the country's problems and the
ways of their solution. Being a member of the National Assembly for
over a decade, he implemented professional parliamentary activity and
represented a driving force. He did not close eyes against injustices
and he has always been a struggler. His principle is justice, freedom,
peace, and law. «Our country should develop not by personalities, but
by clearly elaborated strategic programs and stable laws. Where the
laws cease to work, violations start acting», believes the
presidential candidate.
What pivotal programs does the candidate have that differ from the
other candidates' programs? In his opinion, the paid system distorts
the normal functioning of the educational system - the quality and
desire for education are reduced. Arkady Soghomonian assures that if
elected, he will restore the former reputation and quality of
education, first of all, eliminating the fee system. He will do the
same in the health sphere. The candidate considers inadmissible the
current salary size for medical employees; he believes that it is
possible to increase it much, as well as to reduce the state budget
deficit, which is increasing from year to year. He knows what funds he
will use for this: he will not afford any dissipation, will reduce the
number of official cars, will instruct the businessmen to make
investments in our country and not outside its borders, will appoint
to high positions highly intellectual professionals with great
potential, who made their contribution to the Artsakh
national-liberation struggle. The candidate assures that if elected,
no inch of land will be yielded to the enemy, and in case of its
attack `we'll break Azerbaijan's spine, and it will beŃ?ome
first-degree disabled'.
One of the meeting participants asked the candidate who impeded him to
implement these successful programs in the past or to make his
proposals. And if not elected, is he able to pass his programs to the
newly elected President? Arkady Soghomonian answered that he mainly
worked at the legislative body, which makes collective decisions; his
proposals had to be voted and they were not always accepted. Operative
solutions are enabled by the executive body. During the last
presidential elections, he pointed out the grounds of the imperfect
programs, which was not taken into account. Mr. Soghomonian noted that
he had nominated his candidacy not for the position, but for the
prosperity of Artsakh. If elected, he is ready to support the elected
President, to be useful to him with his experience, surely, if he
admits his programs.
