Armenian Constitution needs improvement, expert says

Armenian Constitution is not bad, it just needs to be improved, member
of the Constitutional Court, professor Felix Tokhyan told the
reporters today.
`I regret that only part of the invitees attended the yesterday's
event in the CC organized on the occasion of the Constitution Day. It
shows the country's attitude toward the Constitution. Today should
have been a real holiday for all of us,' he said.
Felix Tokhyan, who has worked in three constitutional commissions,
noted that the draft constitution which was his dream was not put at
the referendum.
`The methodology of reforms should be chosen in a right way. We did it
right in 1995, after it we have started diverting from the right
path,' he said, adding that the best reforms were drafted in 1999
highly assessed by the Venice Commission. `They said it was the best
in Europe, but that variant was not adopted,' he said.
The specialist said the Article 1 of the Constitution claiming that
the Republic of Armenia is a sovereign, democratic, social State
governed by the rule of law is not acting today.
