    The policemen, who severely beat Arman Davtyan and his wife, are
    still at large, the statement of the Helsinki Committee of Armenia
    (HCA) says.

    "On 14 July 2011 Arman Davtyan and his wife were taken to the Mashtots
    department of the Armenian Police. They spent the whole night at the
    police, they were even provided no opportunity to use a telephone.
    Moreover, several people severely beat Davtyan with rubber truncheons
    and, as a result, broke the fingers of his left hand. Afterwards
    Davtyan underwent electric shock. Violence was also applied against
    his wife, who was released only after the desirable testimony had been
    received. The horrible actions also continued in the carcer", the
    statement says.

    The statement also says that the special investigation service refused
    to institute a criminal case despite the obvious proofs, and the first
    instance court (judge G.Karakhanyan) and the Cassation Court stated
    that there was no sufficient ground to institute criminal proceedings.
    "No proper investigation is being conducted. The state bodies of
    Armenia failed to exert efforts to reveal the merits of the case", the
    statement says. At the moment, the case is at the Court of Appeal.

    To note, the press service of the Armenian Police refused to give any
    comments on it, saying that the Court of Appeal is investigating the
    case.
