    Vladimir Putin finished forming the government and is going to set to
    solve foreign political tasks. As a priority of foreign policy, Putin
    has unequivocally declared integration in the former Soviet Union.

    Moreover, among the priorities there is also the settlement of the
    Karabakh issue.

    Yesterday, Putin's friend Konstantin Zatulin, director of the CIS
    countries institute, said that the settlement of the Karabakh issue
    is a deal - independence in return for territories. "An N area of
    the region which is controlled by the Defense Army of Karabakh and
    there is the territory of Nagorno-Karabakh. The agreement is evident -
    independence in exchange for these territories," he said.

    Taking into account the fact that it was Zatulin to issue the
    information on the Putin's upcoming visit to Armenia in September,
    we need to presume that his vision of the Karabakh issue settlement
    does not differ from Putin's one. And Putin is going to base the
    settlement on the formula "territories in exchange of a status".

    Will Armenia be happy with such a settlement? Why do Armenia and
    Karabakh receive Zatulin with honor who openly stated that the
    Armenian party will have to return N area of territories? But the
    key question is whether the other co-chairs of the OSCE Minsk Group,
    the U.S. and France, also think so.

    The French president Hollande has not expressed any opinion on this
    but the situation in the U.S. is quite interesting.

    The State Department report on human rights situation 2011 gave a
    tough assessment to Karabakh: it actually stated that "N regions of
    Karabakh belong to Azerbaijan". However, 2 days after this report,
    the U.S. disavowed this formulation. The formulation on Karabakh,
    as contained in the report of the U.S. State Department Human Rights
    2011, "prejudges in no way the outcome of the negotiation process on
    Nagorno-Karabakh within the framework of OSCE Minsk Group", said the
    U.S. embassy. "We go on defending the equality of principles of non-use
    of force or threats, territorial integrity and self-determination
    of peoples - as the main elements of any settlement of the Karabakh
    issue", was said in the embassy's statement.

    It is notable that U.S. Secretary Hillary Clinton will arrive in
    Armenia on June 4 and Zatulin's message on Putin's September visit
    was not accidental. These statements were addressed not to Armenia
    but to the U.S. In this context, Clinton's statements on Karabakh in
    Armenia and Azerbaijan are interesting. However, it is evident that
    she will not support Putin's effort to reinforce the settlement.

    By the way, the capital of Rhode Island declared May 20 the Day of
    Shushi liberation. The resolution adopted by the mayor of the city
    runs that the liberation of Shushi became a crucial point in the
    Karabakh war.

    The position of the European Union is also interesting. Armenia is
    actively moving towards the free trade agreement with the European
    Union. Today, Germany's ambassador in Armenia stated that EU
    integration cannot be parallel to the involvement into the Eurasian
    Union, underlining that Armenia has chosen the EU.

    This means that Europe will not support Putin's intention either which
    will become an obstacle to the integration of the South Caucasus into
    the European space.

    However, the point is not Europe or the U.S. but Armenia where
    Zatulin's statements on the territorial integrity of NKR have not
    been denied or condemned.
