"BLACK SHEEP" OF DULL PARLIAMENT

Armen Rustamyan, representative of the Supreme Body of the
ARF Dashnaktsutyun, says positive trends can be seen in the new
parliament. According to him, the counterbalance has increased and
interesting figures have entered the parliament. Debates will become
more interesting and the parliament may become a more political body.
For his part, Member of Parliament Vartan Oskanian, PAP, former foreign
minister, noted that the PAP will keep to the constructive track as
an alternative to the ruling force. The fact that we failed to find
common ground to form a coalition with the majority force means we
have different programs, says Oskanian adding that the parliament
and the society will benefit from the current situation.
According to him, today we are close to having a real parliament.
ARFD and PAP formed the joint headquarters to monitor elections and
prevent election fraud. Congress was also member of this team. These
three parties stated they would end the RPA monopoly.
The headquarters has not done anything specific. Instead the PAP
bought votes, while the PRA monopoly has strengthened. Moreover,
if previously the RPA didn't have an absolute monopoly but shared
power with the PAP and ARFD, now it has it all.
By the way, it is interesting that Oskanian was asked who proposed
coalition, the PAP or the RPA, he avoided answering. In reality, it
is an extremely important nuance because, according to some press
reports, Gagik Tsarukyan hinted to the PAP MPs that his party had
proposed the coalition.
Anyway, after having dwelt on the intention to break down the RPA
monopoly, Oskanian and Rustamyan say the fact that real debates may
be held in the parliament which can finally become a political body
is a positive trend.
It seems like consolation. The point is that the PAP and ARFD have
never held debates in the parliament. The ARFD complained of the
Armenian-Turkish issues but it did not initiate a real debate. There
is also the other side of the issue. Who will debate? Logically,
it had to be the RPA but this party has nothing to say and it isn't
inclined for debates, as it has showed during the campaign.
So, it is unclear with whom the PAP and ARFD, as well as the Congress
and Heritage will debate. Perhaps, raise some issues with each other
which will get the same cynical and graceless reaction as always.
Anyway, this will be the state of things till the presidential
elections. By the way, the press reported that Gagik Tsarukyan
urged his party fellows not to hold rude speeches, "till we see
what happens".
So, we will again have a mute and dull parliament where the opposition
will continue being "partisans" like it did in the campaign, instead
of engaging in real politics.
