ARF'S INTERESTING DECISION

The parliamentary group of ARF Dashnaktsutyun will be chaired by the
representative of the ARF Supreme Body Armen Rustamyan. Interestingly,
Vahan Hovhanisyan, member of the ARF Bureau, will not be its chairman
though he ran first on the ARF list and was the chairman of the ARF
parliamentary group in the previous convocation.
There is another circumstance. In the presidential election of 2008
Dashnaktsutyun for the first time in Armenia held primaries. Rustamyan
and Hovhanisyan were the candidates who competed until Armen Rustamyan
withdrew from the race.
Vahan Hovhanisyan ran in the presidential election and received too
few votes and was not a leading candidate, and the ARF later formed
a coalition with the RPA and left it after the football diplomacy
was launched.
Now the ARF is compensating for the modesty and self-denial of
Armen Rustamyan in 2008 by choosing him for the post of head of the
parliamentary group. On the other hand, it is not ruled out that
Vahan Hovhanisyan will again be the presidential candidate of the ARF.
But could there be other reasons to choose Rustamyan? For instance,
could there be dissatisfaction with Vahan Hovhanisyan's work in the
previous parliament? Or could the decision of the ARF mean that the
ARF will try to bring other quality and highlights to the parliament?
Or could the circumstance that Serzh Sargsyan and Vahan Hovhanisyan
are in-laws matter? Vahan Hovhanisyan is an in-law of Serzh Sargsyan's
brother, Sashik Sargsyan. Could this circumstance be a political
category?
Most probably, it can, as it was in the case of Republican Hovik
Abrahamyan who is a middleman between the RPA and PAP due to its
in-law relationship with Gagik Tsarukyan. Does the ARF think that Vahan
Hovhanisyan is a middleman between the ARF and RPA and is thus trying
to rid of this in the new political situation, pushing forward Armen
Rustamyan? Or could Armen Rustamyan also be a middleman for someone
else, such as Robert Kocharyan, for instance? Is Dashnaktsutyun thus
trying to react adequately to the new format of relations between
RPA and PAP.
Nevertheless, the decision of the ARF is interesting, and it is not
ruled out that this decision marks a tendency of change inside the
party? The point is that unlike Vahan Hovhanisyan, Armen Rustamyan
is a figure of a different kind and quality and is perhaps one of
the new symbols of the ARF than Bureau member Vahan Hovhanisyan.
The new ARF was partly ousted from parliament. For instance,
the representative of the businessman Hrant Vardanyan entered the
parliament on the ARF list instead, ousting such fresh, pleasant
and promising personalities as Ara Nranyan, Lilit Galstyan, Nvard
Manasyan. Of the new figures Artsvik Minasyan entered the parliament
who appeared in a controversial situation due to his opinion on the
blast in one of the clubs of Yerevan.
Perhaps, Armen Rustamyan's option was not only an attempt of adequate
reaction to the new political and domestic situation but also an
internal compromise in the party. The ARF is trying to have the old
and the new come to terms which may be a compromise in the context
of the imperative of change of the party. The question is whether the
compromise is meant to preserve the old or to ensure smooth transition
to the new.
