Armenia is worried about tension in Tavush region, at the border
with Azerbaijan, the society is concerned about the possibility of
resumption of war, the political forces are silent with their typical
wisdom, because sometimes silence is the only way to look wise. The
expert community makes judgments on a possible war, the geopolitical
situation in Armenia, others.
In fact, the effectiveness of this situation could be measured by
drawing some important conclusions after the ceasefire of 1994 at
the social and political level.
Geopolitical developments around Armenia are not getting active or
passive. Behaviors should not be mixed with developments. Sometimes
they do not have obvious forms of expression. Hence, the political
class of Armenia needs to be ready and adequate for these developments
always, not from one behavior to another, leaving the rest on the
shoulders of the government for the rest of the time, at the same time
expecting that the government will fail in everything, and the next
expression of geopolitics will be the change of government in Armenia.
Next, Armenia is located in a region where war is possible always, even
if there are documents with several seals which declare the solution
of the so-called frozen or hot conflicts. The point is that geopolitics
itself supposes use of war tools which is possible especially in those
regions where peoples with major legal, historical controversies,
qualitative, civilization, mentality and regional differences live
side by side in a small territory.
Consequently, Armenia must be ready for war, even after the settlement
of the Karabakh conflict. What does it mean to be ready for war? It
does not require extraordinary steps from Armenia. In the case of
Armenia, considering its regional geographic, economic and political
peculiarities, means opening up intensively its human resource, shape
a free creative environment for this resource in all the areas of life,
culture, politics, science, education.
Armenia's number 1 war resource is the human potential which will
enable shaping values and not a society identified by material size
or color gammas.
Consequently, being always ready for war for Armenia means to be a
constitutional, legal, modern state where human rights generate power,
justice, confidence in the state.
This is not a simply reproduction of the principles get ready for
war if you want peace. There is another problem.
Do we want peace? So be able to manage peace.
Getting ready for peace is not militarism, romanticism, pathetic
military patriotism.
Preparing for war is the greatest homage to peace.
>From this point of view, if we do not manage our peace and it is
managed by other states, whoever they are, we are not the lord of
peace so we cannot be the lord of war because war is one of the tools
of peace, one of the options of solving tangled issues occurring during
peace. Hence, if we do not manage peace, we cannot manage war which is
one of its tools and at best we can be a tool for those who manage war.
Therefore, to get ready for peace means to manage your peace. For
this reason it is necessary to shape a public and state environment
based on equality, legality and justice, ensure fair and effective
governance, good competition, science, intellect, Christianity not
to have classes that exploit each other. I don't know who can afford
such lavishness but Armenia cannot afford it if it does not want to
lose peace and war in package.
