EVERY YEAR 400-500 HIGHLY QUALIFIED IT-SPECIALISTS EMIGRATE FROM ARMENIA

Every year 400-500 highly qualified IT-specialists emigrate from
Armenia, which is a very painful loss for the country, Karen Vardanyan,
Executive Director of the Union of Informational Technologies
Enterprises (UITE), told media, Monday.
"It is a very heavy loss as the most effective and well-trained
specialists with at least 10 years of work experience leave the
country," Vardanyan said.
He believes it necessary creating good conditions for such specialists
to found their own business in Armenia, which would contribute to
technological development of the country. China is quite a good
example, he said. Every years thousands of Chinese specialists leave
for the USA to learn and work. They gain high administrative positions
at U.S. corporations and then move their business to China.
"Armenians are more prone to assimilation. Polls have revealed that
we do not love our country and most of us dream of leaving it,"
Vardanyan said.
He said that every year the local higher-educational establishments
provide 1500 graduated students specializing in information
technologies. Only 300 of them are able to work in the given sector
and not without relevant training at the IT- companies.
The software products made in Armenia are often used outside it.
Inside the country mainly banks or big infrastructure companies apply
high technologies. Vardanyan thinks that the market is monopolized
by 80%. Therefore, only 20% of the market, sphere of small and
medium-sized enterprises, really compete and need improvement of
production efficiency through introduction of high technologies. Most
of the local companies are not ambitious and "scratch along" and it
has already become a national feature. All this hinders development
of internal demand for high technologies in Armenia, he said.
He said that in line with the state strategy of IT development,
the number of the companies engaged in the given sector is to be
increased to 1000 by 2018 instead of the current 350. UITE comes out
for establishment of a ministry for introduction of innovations in
the country to boost the sector.
