    ARMENIA NEEDS SERIOUS AND RADICAL CHANGES:EX-FINANCE MINISTER

    YEREVAN

    YEREVAN, June 11. /ARKA/. Serious and radical changes must be brought
    to Armenia , ex-Minister of Finance, prorector of Russian-Armenian
    (Slavonic) University Eduard Sandoyan points out.

    According to the competitive ability data fr om the World economic
    forum Armenia is behind very many countries in a number of quality
    indices characterizing business environment, such as economy
    regulation, antimonopoly management, tax administration, Sandoyan
    clarified.

    All these issues, according to him, are systematic.

    "We didn't have, don't have, and I am afraid we won't have in the
    nearest future any effective institutes for competition protection;
    there are issues with the institute for property protection, contract
    enforcement system, institute for human rights, protection of hired
    employees' rights," Sandoyan said at "Armenian Friday" talk show on
    Kentron TV channel.

    Finance ex-minister also thinks that Armenia failed to form organized
    and modern tax system, moreover, according to his assessments, there
    are a number of other risks which are hardly ever mentioned.

    In this context he referred to emigration issue, for instance
    to Russia. Armenians are mobile people due to some objective and
    subjective reasons, they will always be attracted by some friendly
    countries, such as Russia, where they have neither language, nor
    cultural and historical difficulties, and the level of life is 3.5-4
    times higher than in Armenia, he added.

    "It means that if we fail to form effective economy and more favorable
    life, emigration threat will be haunting us," the expert said.

    People do not want to live poorly, and an person of the twenty first
    century of Internet will find easily the place where the level of
    life is higher, and wh ere he will live better, Sandoyan noted.

    The expert mentioned Georgia as a good example of a country carrying
    out effective reforms in struggling against corruption, forming
    competitive environment, conducting antimonopoly policy.
