    Prior to his departure for Japan and Vietnam Serzh Sargsyan approved
    Tigran Sargsyan's nomination. Earlier the new member of Prosperous
    Armenia Party Vartan Oskanian had announced that the parliamentary
    election elects a prime minister. According to this idea, PAP would
    ensure its presence in parliament and nominate its prime minister
    together with the ARF and the ANC.

    One can remember the long period of uncertainty following the
    parliamentary election. There were suggestions on whether the PAP will
    form a coalition or not, or who would form a coalition. However, PAP
    refused to form a coalition and announced that the PAP did not agree
    to let them form government so let it assume full responsibility alone.

    What happened in that mystery period? According to the plan, Serzh
    Sargsyan was expected to cede the post of prime minister, thus ceding
    the government. But this plan failed, or the ultimatum failed which
    was a plan involving the PAP, the ANC and partly the ARF.

    Then the ARF announced that there were no common terms for cooperation
    with the PAP and the Congress. Recent behavior of the Congress shows
    its likelihood to flee from this situation and the PAP and try to
    re-justify its outstanding "political plan". There are no news from
    Kocharyan, the only thing known is he is not in Armenia, while Vartan
    Oskanian is suspected of money laundering.

    In fact, Gagik Tsarukyan has been left alone or he is alone. The
    press reported that Tsarukyan went to the U.S. embassy on June 4 when
    the U.S. Secretary Hillary Clinton was visiting Armenia. The embassy
    awarded representatives of the civil sector and reporters. Tsarukyan
    stayed there for some time and left without meeting anyone. Then
    he left for the airport to see off Serzh Sargsyan leaving for Japan
    and Vietnam, which was explained by his membership of the National
    Security Council, and similarly went to meet him on arrival.

    Two days before Clinton's visit the issues seemed settled, and Tigran
    Sargsyan was appointed. What happened, what roles were played? One
    thing was obvious - Serzh Sargsyan return from Vietnam would be
    followed by developments. And they did not wait long. The National
    Security Service is investigating the activities of Civilitas
    Foundation established by Vartan Oskanian, PAP member of parliament.

    Most probably, the PA and Gagik Tsarukyan are going through a period
    of the Vietnam syndrome. It is difficult to tell the purpose and
    the final result. Will it be retaliation or compulsory peace? PAP's
    recent behavior is vulnerable for such steps. And the main "symptom"
    of this behavior was the double life of the party which tried to
    pursue several political lines at one time.

    In the 21st century politics, especially in one's own country, likes
    and requires a crisp and clear line, transparency of decisions and
    accountability. All the forces that ignore these principles and
    use guerilla methods eventually end up in a fiasco, losing public
    confidence and appearing pinched with the government's pincers.

    This is not Vietnam where the guerilla bands succeeded with the help
    of Soviet Russia.
