EXPERT: SOLUTION KEY IN ARTSAKH

"The recent two incidents were, first of all, unprecedented in their
size and secondly, certain operations were carried out against the
civilians," expert Edgar Hovhannisyan told Panorama.am commenting
on the recent armed incidents along the Armenian-Azerbaijani border,
assaults, and sniper shootings.
He said such provocations appeared on the border earlier, but they
were different.
"The OSCE Minsk Group co-chairs are encouraged to pay attention on the
fact that this time Armenian-Azerbaijani border was targeted. This
is a fact deserving attention of the international community," said
E Hovhannisyan.
Expert said during the U.S. Secretary of State Clinton's visit
Azerbaijan aimed to prove it owns the situation and dictates the
rules of the game.
"However, the international community could see Azerbaijan and states
supporting it are guilty in regional instability."
Responding to Azerbaijani activities, the international community
refused its working style underlining the conflict has no military
settlement, said E Hovhannisyan.
"The international community must understand that the key to the
problem is in Artsakh, and its attendance to the negotiations is a
priority," said the expert.
