    Vartan Oskanian's case involves interaction of Civilitas Foundation
    with the American company. It is interesting that the proceedings
    were launched on 25 May 2012 but made public on June 11. This could
    be related to Hillary Clinton's visit and her complement that Serzh
    Sargsyan is an excellent leader. Besides, the press reported that
    during the ceremony of awards to civil activists for human rights and
    freedoms at the U.S. embassy during Ms. Clinton's visit the leader of
    PAP Gagik Tsarukyan also visited the U.S. embassy to have a private
    meeting with her but no meeting took place.

    It is interesting that Gagik Tsarukyan participated in this ceremony.

    It is no less interesting that Vartan Oskanian, the political face
    of PAP, did not accompany him to the U.S. embassy.

    In this context, it is interesting to know who the real "owner" of
    the core information of the proceedings and why it is made public
    after the Armenian visit of the U.S. Secretary.

    It should be taken into account that between the day of the visit and
    publication of information tensions on the line of contact escalated.
