    AZERBAIJAN'S SUBVERSIVE ACTS ARE A VIOLATION OF THE UN CHARTER

    >From the point of view of international law, the recent subversive
    acts organized by Azerbaijan are a violation of the Article 2.4 of
    the UN Charter, which states that "all Members shall refrain in their
    international relations from the threat or use of force against the
    territorial integrity or political independence of any state."

    Armenia's actions are viewed as realization of the right to
    self-defense, according to Article 51 of the Charter. This is the
    legal characteristics of the recent incidents, co-founders of the
    Center for International and Comparative Law NGO Levon Gevorgyan and
    Taron Simonyan told a press conference today.

    Touching upon the legal manipulations of the Karabakh issue by the
    Azerbaijani side, Levon Gevorgyan noted that official Baku distorts
    the essence of the conflict, presenting Yerevan as an aggressor.

    Proceeding from this approach, the Azerbaijani authorities reserve the
    right to come forth with a counterblow at any moment. Such behavior
    is groundless from the legal point of view.

    Although the maintenance of international peace and security is the
    responsibility of the UN Security Council, it is the OSCE Minsk Group
    that deals with the political settlement of the Karabakh conflict.

    Nevertheless, legal approaches should also be applied, Taron Simonyan
    is assured.

    Unlike politicians, lawyers see no controversy between the two basic
    principles of settlement - territorial integrity and the right of
    peoples to self-determination.

    Touching upon the Madrid principles, the lawyers said the political
    approaches prevail in the document, while the Armenian side is in an
    advantageous position from the legal point of view.
