Ceasefire does not yet mean peace, Deputy Director of the National
Archive of Armenia, historian Edgar Hovhannisyan told a press
conference today. He is confident, however, that the military actions
will not intensify in the near future.
"It's first of all Azerbaijan that does not need war," the historian
said, adding that the steps of our neighbor are aimed at solving a
different issue.
According to him, Azerbaijan does not need war for several reasons.
Besides the fact that the political elite of the country is engaged
in oil policy, Azerbaijan has problems with all its neighbors.
As a counterbalance to this the Armenian side presents the Nagorno
Karabakh Republic, which is developing in adherence to democratic
principles and which is going to hold presidential elections soon.
Hovhannisyan says the issue will be finally solved at the negotiating
table, adding, however, that the terms of Karabakh's joining the
negotiations are still unclear. According to him, the international
forces have come to understand that settlement of the issue is
impossible without Artsakh's participation.
