Today, a meeting between the ministers of foreign affairs of Armenia
and Azerbaijan will be held in Paris. The "salt" of these talks,
as experts point out, will be the participation of a Karabakh
representative as well. However, it is not known up to now whether
anyone will leave for Paris from Karabakh and whether there is such
a necessity.
Karabakh does not have a foreign minister, but the acting minister
Vasili Atajanyan has neither experience nor wish to attend the
negotiations. For example, the NKR Speaker, ex-foreign minister Ashot
Ghulyan, who has recently been received in the House of Lords in London
could participate in the meeting. First, he represents an elected
body, then he is well-aware of the foreign political conjuncture
and negotiations.
Involving Karabakh in the negotiations would be a good step to the
settlement, but as far as practicable under the current radical
position of Azerbaijan? Just recently, the foreign minister of this
country said that they don't intend to withdraw snipers from the
front line, because it will consolidate the status quo. Moreover,
some experts say that Azerbaijan has rejected the new proposals, which
were announced during a visit to the South Caucasus by Hillary Clinton.
Karabakh's participation can hardly be possible in such a situation.
Sure if the parties are not forced to a force "arbitrary", Armenia does
not say it has no right to decide on the deployment of peacekeepers
in Karabakh, then Karabakh will be involved.
Armenia's position is becoming decisive here, which has assumed the
whole right to lead negotiations, though, it was stated that when
the point is about concrete steps, Karabakh's participation will
become inevitable.
As soon as Karabakh's representatives are involved in the negotiations,
we may deduce that concrete steps are discussed. But Ashot Ghuyan
returned to Karabakh from London without visiting Paris which means
nothing concrete has been proposed yet.
