On March 6
The National Assembly Speaker Samvel Nikoyan met the students of
Yerevan State University and Yerevan V. Brusov State Linguistic
University, European Regional Academy and State Administration Academy
having practice in the parliament.
The young people presented to the NA Speaker the motivations why they
had especially chosen the parliament for their practice. Mr Nikoyan
has noted in his word that the National Assembly is a representational
body and in the parliament, more than in other place, is completely
represented the political field of the country. With this respect the
NA Speaker considered useful for future political scientists and
experts on international studies the parliamentary contacts and
meetings. He has noted that it is also interesting and useful for the
MPs to hear the way of thinking, thoughts and ideas of the new
generation.
At the students' request, touching upon the different electoral
systems the NA Speaker opined that every country should find the
applicable model. In his word, in case of Armenia, when the parliament
is unicameral, the best and balanced correlation has been found. By
comparing the two, proportional and majoritarian electoral systems it
is possible to provide the representation in the legislative body from
the parties , as well as different areas of the republic.
The students talked with the NA Speaker about the activity and
efficiency of the Youth Parliament, calling on them to find mechanisms
for using the potential of the students of the higher educational
institutions.
The Head of the legislative body deemed the Youth Parliament a good
school of studying laws, forming and expressing views and obtaining
other skills.
In the course of the meeting the students of the faculties of the
International Relations of the higher educational institutions touched
upon the parliamentary diplomacy and especially the cases, when it's
necessary to quickly respond the anti-Armenian campaign. The NA
Speaker said that Armenia has diplomatic representations not in all
countries for being informed or taking quick anti-steps. Being
component of foreign policy, the parliamentary diplomacy also promotes
the realization of the pre-determined priorities, and often succeeds
to prevent a new wave with small resources. And other authority,
making announcements, reserved to the parliament, according to the NA
Speaker, should be carried out in time.
During the meeting issues pertaining to the national security,
elimination of incidents recorded in the army, adequate development of
the territories and gender equality were also discussed.
Referring to the upcoming parliamentary elections the NA Speaker has
said that the authorities will do their utmost to ensure free and fair
elections. The NA Speaker, in his turn, is preparing to make an
initiative to create a Monitoring Group in the parliament for
following the fulfillment of the requirements of the Electoral Code by
the representatives of the parliamentary and extra-parliamentary
forces.
At the end of the meeting Mr Nikoyan urged the young people to study
well, wished them to be purposeful and progressive in competition.
