    The presence of General Manvel Grigoryan, Head of the Yerkrapah Union
    of Volunteers on the Republican Party list is a tragedy, a national
    tragedy, actually a state crime.

    First the crime was committed, then it became a tragedy. The point is
    the use of Yerkrapah Union in politics. First they started using the
    Union in politics for the formation of government after the war and for
    its preservation in 1995-96. Later, it was used in 1998 and 1999, and
    after Vazgen Sargsyan's death, this tool became a toy and a tragedy.

    Many toasts and pathetic speeches are held about the notion of
    Yerkrapah. Serzh Sargsyan has recently authored one of them at the
    Yerkrapah congress.

    But in Armenia this notion has been studied scientifically very little,
    or it has almost not been studied at all. Let it not seem funny. The
    point is not rendering Yerkrapah members to "guinea pigs".

    The point is that this segment formed during the war has not been
    examined psychologically, culturally etc, which had to be done
    by the government not to allow Yerkrapah to act as an obstacle
    to modernization of the country, a tool for election fraud and
    intimidation of voters, and later a toy for the power-opposition
    resistance.

    They could say that the government had just finished the war and was
    in a blockade so it had to resolve urgent daily issues.

    It seems a key argument but only at first sight. Considering that
    Armenia in the early 90s had an intellectual and scientific government,
    this argument is irrelevant since an intellectual and scientific
    government which knows the world history should have predicted the
    danger coming from veterans of war "returning from war into peace"
    as a lot of other countries had already faced this challenge.

    This issue seemed less important than the issue of daily bread but
    later this issue turned out to be more important because the bread
    issue was easier to solve than the post-war syndromes that invaded
    daily routine.

    The bread issue has been resolved somehow but issues relating to
    social, economic, political and civil development have not been
    solved due to the inability to overcome the post-war syndromes and
    their combination with the political system which is still going on,
    and the RPA party list is the best proof.

    In post-war Armenia, it was a vital necessity to keep fighters from the
    political process and not to make them a tool for political relations,
    not to use Yerkrapah for preservation of power, not to plant victory
    as a mine under the state and the society, and not to reward fighters
    with great honor while in reality they were just taught to live at
    the expense of the society because the government offered them this
    mechanism of post-war living.

    Those who agreed to enter into the deal are also responsible for this
    because not all Yerkrapah members chose this path, not everyone agreed
    to these life rules which resulted in their exclusion from this deal
    and isolation from life and deprived of any possibility to care for
    their health and social issues, though even half of spare parts of
    the cars gathered at the Yerkrapah congress would be enough to take
    care of the health and social needs of the friends-in-arms.

    Besides, Armenia's three governments and presidents and all political
    forces have been shifting responsibility for this dangerous phenomenon
    for the state on one another.

    Yerkrapah Union of Volunteers had to stay away from politics, it was
    necessary to form a system of social welfare which would take care of
    the needs of this segment. Along with this, it was necessary to form
    also a new system of values which would be the axis of independent
    Armenia in which Yerkrapah would have its place not as a guideline
    value and an economic and political competitor of the society. First
    of all, it was necessary to build a state.

    It is clear that the issue has aggravated and it is too difficult to
    solve it now. General Manvel's inclusion into the Republican election
    list hints that the solution of this serious systemic and psychological
    issue is not on the government's agenda. This issue does not seem to
    be present on the public agenda either.
