In accordance with a March 22 decision of the government, March
2 will mark in Armenia the Diplomat Day taking into account that
Armenia joined the United National Organization on March 2.
Surprisingly enough, on March 22, when Armenia was deciding when to
hold the Diplomat Day, the European Parliament adopted a resolution
containing an unpleasant for Armenia point - to replace France in
the OSCE Minsk Group by the European Union.
It became clear still weeks ago that the European Union is very
ambitious relating to Karabakh when a resolution asking for free
access of the EU to Karabakh was adopted at the ministerial meeting
of this structure.
Armenia presented this circumstance as an achievement of the Armenian
diplomacy. It is hard to say what Armenia will say about the EU
ambition to replace France in the Minsk Group. Mildly speaking, it
would be strange if this move were also presented as a diplomatic
achievement because France is one of the European and world countries
which does have strong positive attitude towards Armenia.
Talks on substituting France by EU have been going on since long,
but only now they're becoming real. They are real only in the European
parliament for now, but it is not excluded that this is only the first
step and in the nearest future, the executive body of the European
Union will show clear and evident ambitions in this relation.
President of the NA commission on Euro integration, BHP member Naira
Zohrabyan has already stated that the European Parliament took this
decision under the influence of the Azerbaijan lobby.
Such formulations are the peak of the Armenian diplomacy - to prescribe
the unpleasant decision to the Azerbaijani lobbying, the oil millions
and hence justify the ineffectiveness of your own work.
March 2 should mark the Ingenuity Day and not the Diplomat Day.
The figures who appeared in the field of support of the Armenian
interest affirm that Armenia is not so active in the work with EP MPs,
unlike Azerbaijan, which has a bigger team to work with this structure
and it works more intensively.
It is comprehensible that their dissatisfaction can be based on their
personal interests in the sense that they expect a more convenient
behavior by Armenia also in terms of money. Presumably, not only
saints are sitting in the European Parliament.
But, there are facts that reflect the reality of the dissatisfaction.
One of the facts is that one more inconvenient document in terms of
the Armenian interests has been adopted by the European Parliament.
Ascribing all this to the Azerbaijani money, considering that the
European Parliament is not an imperative structure and its decisions
don't influence on the political situation, the official Yerevan,
shows nothing else but only the ineffectiveness of its activities.
The point is that if the issue is the money so Azerbaijan can tomorrow
cover this and other structures with its money. So what will Armenia
do in this case? Will it accuse the world of bribery and corruption?
Who cares for such accusations?
Does Armenia have or does it think about finding alternative
resources? It is just enough to look at the compositions of the NA
commissions on foreign relations or Euro integration, and the 90% of
the members seem ridiculous for they have no relation to this sphere.
How are these commissions going to work effectively at the
parliamentary diplomacy level? And if the parliamentary diplomacy is
not serious for the official Yerevan, why does the government spend
so much money just to maintain two commissions?
Judging by the staff of the governmental parties to compose the
next parliament, nothing will change in 2012, which means that the
unpleasant surprises in the European parliament will continue the
consolation of which Armenia find in the so-called peace "mornings"
of the executive structures of the European Union hoping for Paris
to pursue our interest and not to leave the Minsk Group.
